Who is the Osceola Foundation for Education? Gemskie takes care of City Manager while citizens pay!

Well, we should have known that after the last two blogs emails would be headed our way. All kinds of emails. Enough to make us think, hmmmm, let’s take a closer look at the Foundation. Here now is “OUR” look and opinion of this fast growing insiders group.

The Education Foundation of Osceola was created several years ago with the main goal of providing scholarships to every student who qualified and needed one. For that, it was a wonderful idea and an amazing challenge. Everyone supported it, including both cities and the County. The Foundation was headed by Now, Commissioner Ken Smith and 2 other ladies who did most of the leg work. An outstanding job was done and the groups supporters grew steadily, as did the group’s donars, to where it is today, a somewhat political force entrenched in attempts to participate in managing a rental property of which the taxpayers would construct and pay for, while the Board of Education would claim the project supported teachers, and the Foundation would collect the rents, making the project a win-win for just about everyone except the taxpayers.

However, the scholarship program is a truly wonderful program and has helped so many students go on to a much better life because of the assistance given.

Ken Smith, currently an Osceola Commissioner, is now a paid employee of The Foundation, along with over 30 others now employed at the Foundation. It also has a Board of Directors which includes quite an impressive(?) list of members.

Amongst those are, Board Vice Chair and Chairman elect FRED HAWKINS, who also is a candidate for the Osceola Commission. Pete Edwards is currently the Chairman and formally a school board member and rumored to be a wannabe County Commission successor to Ken Smith, if/when Smith ever leaves. Tom Greer (school board member), Donna Hart(school board employee & St Cloud Mayor), Mike Horner (Chamber President & candidate for State House of Reps), Tim Hemphill (FORMER Director at the County’s Convention & Visitor’s Bureau), Wade Davis (FORMER St Cloud Councilman & rumored to be a School Board wannabe after one of his bosses, John McKay decides to leave the board), Carlos Irizarry (Kissimmee City Commissioner), Jim Murphy - Finance Committee Chairman (AND Chairman of the TDC who has given the Foundation $10,000 a year for the past 10 years as a “corporate sponsor"), Blaine Muse (FORMER embattled school superintendent), Dimitri Toumazos (husband of Maria Grulich, Dir of CVB & Economic Growth for the County), and Tom Tompkins, (developer) who is declared the Chairman Emeritus.

These are amongst the names mentioned on the Foundation’s web page, located at www.foundationosceola.org/site/board.htm and you can see for yourself.

Again, we believe the ORIGINAL intent of this group was wonderful thing and each year they continue to provide Osceola’s graduating students assistance to move on to college. We all, here, wish such a noble group existed when we were in school.

So, why all this background? We’ve been told that we were “picking on the kids” by pointing out certain irregularities in some transactions between the County’s TDC board and the Foundation. Upon asking a couple questions, we were told that this may go deeper, such as political influence POSSIBLY being used to get donations for certain “charitable” groups in exchange for a favorable view of certain ideas or projects. We do NOT know if this could be true or not, but it is worth looking at. Perhaps looking at those who have made donations to certain groups along with when their projects may have been going up for a vote at a certain political venue.

IF this could even work is beyond our expertise and we only ASK the question, COULD THIS HAPPEN? We certainly hope it hasn’t, despite emails that tell us to look at the actions of some people and how they hand out donation forms for certain groups.

This troubles us as we sure hope there isn’t any influence peddling going on in any of our local political Commissions, Councils, or political sub committees such as planning councils or otherwise. That would be something seriously wrong with the system and would certainly warrant an investigation by outside authorities. We can’t, and don’t believe anyone would be that stupid to do such a thing. Don’t you?

At last week’s lovefest Kissimmee City Commission meeting, Commissioner Gemskie did something TO us, no doubt, without ever thinking it all the way through.

In an effort to “protect” City Manager Mark Durbin, Gemskie proposed doubling the amount of severance pay if/when Durbin was terminated for lack of specific cause. Nice for Durbin, VERY BAD for the taxpayers in Kissimmee. This move would cost taxpayers nearly a hundred thousand dollars IF a city commission in the future decided to terminate Durbin.

No approval needed by the citizens, and none of their opinions were apparently sought by Gemskie, who continues to believe he’s something more than what he truly is. His last election proves he did not receive the mandate he thinks he got.

Mr. Gemskie needs to seriously THINK things out BEFORE spewing his thoughts out at a Commission meeting and putting it for a vote! The only hope is a future Commission takes that abnormal 6 month severance package and cut it back to where it belongs, like almost every city in Florida! Once again, Gemskie places himself & his friend above the PEOPLE.

Fallout from the county Manager’s pay raise continues. Many county employees are actually speaking out regarding the manager and his pay. Most are upset with him AND the County Commission and promise different election results this November.

We received an email last week regarding an item in St Cloud. It seemed like something we’d like so we asked. It appears that at last Thursday’s Council meeting, Jarom Fertic, the councilman who has difficulties with the city manager and city attorney, was lashing out at the city attorney for not answering a citizen’s questions. The mayor tried to explain, but neither the citizen or Fertic seemed to understand the basic logic that the city attorney represents the Council and the city, as a whole, and not individual citizens of the city.

Seems Fertic wanted the city attorney to tell the citizens how long they had to sue the city for alleged damage they think the city construction at the lakefront caused their homes. The city attorney, as we’re told, nicely but firmly stated he couldn’t and wouldn’t answer that question. Fertic tried to press the attorney, but, as usual, Fertic ended up with the egg yolk all over his face. Problem? Fertic still doesn’t understand how the city attorney’s office works. Of course, Fertic has only been there little more than a year so he needs time to learn, right?

Meanwhile, we’re going to city hall here and asking Don Smallwood to tell us about a case we have and get his advice, for free……ugh!

Holy crap! Carl, you really nailed this! Look at all those names that seemingly are all connected! You changed my mind on Hawkins. He's as deep in there as the rest of them. Chair elect? What a joke. And I heard him tell someone else that he was resigning from that group. Another lie.
Smith should be investigated by the Feds because no way Lamar will investigate or indict! Corruption the old boys way.

Hawkins has said that he would push county commissioners to give 20% of their county incomes to non-profits due to the financial hits . Hmmmm...I wonder who would get that payout(Education Foundation)? Don't worry though, it's for the kids! Just like the Preserve, which I hear is making a comeback!

#1- St. Cloud (the City) is IN Osceola (the County). Your divisiveness is what continues to be reflected in the minds and practices many old guard in our governing bodies.

#2 - Qualifications? Qualifications are in the eye of the beholder, or voter, in this case. I personally will no longer be choosing someone for an elected seat in this county who is so entrenched in playing these money $hell games as Mr. Hawkins. This is evidenced by his constant flip flopping on so many issues as he continues to realign himself with his soup de jour alliance of the week.

#3 - While the 20% offer may have come from a noble place (as it has others when they said, "I just won't take a salary, this is a privilege" etc etc), Mr. Hawkins should speak for himself/his own seat or suggest that all salaries be lowered by 20% SO THAT the County (which is SUPPOSED to be his main foucs) could use that money to, oh, I dunno, keep employees hired and services under the county control, maybe?! This is the problem when you are involved in so many pots. You loose sight of what you are being ELECTED to do.

#4 - Bravo for Mr. Hawkins to have such an ardent support as yourself. However, you are beginning to sound a little brainwashed. I would like to expect more out of Mr. Hawkins AND his camp members that if they are wishing to take part in SERVING this county (because, and the only thing I guess I do agree with you on today, he does feel like he will be "RUNNING IT" and I guess you agree) he needs to invite issues of criticism and not give just a "my way or the highway" reply as you yourself seem to be doing.

Fred is a qualified BUSINESSMAN and that's it. He has a good line of baloney but people, hopefully, will be too smart to listen to his crap! Imagine him on the Commission with his good friend Ken Smith? TWO voting members on the Commission from The Foundation!

Fred is the Board Vice Chair and Chairman elect of the Foundation, the same Foundation that might be in trouble, the same Foundation that seems to be corrupt. Did Fred know this was going on? I havent heard anything from him, defending himself and the Foundation? We need to stay on topic, there are a lot of "politicos" involved in this scam, and Fred is one of them... This can not go ignored, and it doesnt look right! If there is this much controversy surrounding Fred before he is elected, why would we elect him, hoping that none of this is true?! Face it, the Foundation is the Glass Slipper, and Fred Hawkins, JR is Cinderella!

Although I don't care that much for Jerry Gemskie, I didn't see anything wrong with his motion to give the city manager more in severance. Mark has been an outstanding city manager--probably the best in Florida. He's proven in his 20 plus years in Kissimmee that he isn't going anywhere. To keep city commissioners content--and there are new ones every few years--is quite an accomplishment. He only gets the extra money IF he is terminated--unlike the county manager who gets $31,000 more annually.

About the Education Foundation--while I do agree they get more money than any non-profit that requests funding from the county, they are a very good organization that does a lot for students in Osceola County. How much money does Paul Owen get for his pet project-HOME? Since Ken Shipley has been in office the last 12 years, how much money has the YMCA received? What about the payoff the county commission just approved for the Council Aging in the millions? There certainly is favoritism going on, but look at ALL of the Commissioners and not just one.

And finally, about Fred Hawkins--we need clarification from him. I have never heard him say he would donate 20% of his salary and quite frankly it just sounds like a campaign ploy. I have heard him speak and he does have the "politically correct" things to say. A debate between Hawkins and Harrell with real questions about the issues would help settle who is the best candidate for District 5.

No one denies the Foundation has done some of our gradutating students good with scholarships. Some students were denied access for reasons unknown. That's the way it goes. BUT, why was Pete Edwards given a free office at the CVB when under the management of Tim Hemphill, also a member of the Foundation Board? Doesn't it strike anyone as odd how everyone seems to be connected through this Foundation? While the scholarships are a great thing to provide, I simply question the way they get a lot of their funding. Arm twisting is one thing, political corruption is another!

Our 9 full time and 13 part time employees would love to share the Foundation's accomplishments and background. This year we gave 180 students $2,000 scholarships, we mentored 326 3rd graders struggling in reading, and mentored 82 Take Stock in Children students. Our teacher free store (A Gift for Teaching) has provided needy students through their teachers with over $3 million in donated supplies since it opened. We have also done great things though our scholarships for educators program, scholarship counseling for high school students, recognition programs for our teachers, and teacher mini-grants.

I find most of these comments interesting if not amusing. Rather than stick to making comments on Carls paragraphs the majority are chastisng the people making the comments all because they don't agree with their opinions. As to whether or not Fred Hawkins is in "Deep"... In deep with what? The Foundation? I worked with the Foundation years ago when it first started with Tom Tompkins as its Chairman. The Foundation was started to help children in Osceola County continue their education after high school. It started with 63 $1,000.00 scholarships with matching funds from Valencia to what it is today. It is a good source of scholarships for high school graduates as well as other adults within the community wishing to pursue their education and offers guidance in finding other scholarships. Fred and Ken and all the others being connected to the Foundation is not a bad thing. If people or Companies donate to the Foundation because of who is connected to it, then more power to those people who convince them to donate. Charitable donations are a good thing. And people who are involved in the community deserve to be commended for at least attempting to make a contribution back to their communities. Not one of the boards you listed Fred as being involved with offers any finacial compensation, so why is he being labeled as a crook? We should be trying to find out what he really stands for and not make uneducated guesses. If you have facts, state them. If not, remember what you were taught when you were young.... "If you can't say something nice, don't say anything at all".

To Ms Carr and the other supporter of the Foundation, I must have missed where the Cricket beat up the Foundation. I did read, a couple times, where they said the Foundation did a great job helping the kids who were graduating with scholarships.
As for calling anyone a crook, again, I didn't read that in any of the blogs, including the Cricket and WhoisWayne.
The fact that anyone is volunteering for the Foundation is commendable. I also believe they were founded with a goal of providing scholarships to ALL Osceola's graduating students. Perhaps they should remain loyal to that goal and allow managing apartment complexes to professionals who know better how to manage rental properties.
As for the Cricket, the blog brings to us what some of the alleged "local" newspapers never bring to our attention. We (those who read this) know that a lot is rumored, and that a lot is correct, but as adults we all have the choice to read it, or not.
As for "Casual Observer" perhaps you too could learn from your own advice. Don't come here and criticize the people here just because you have a differing opinion. Express your opinion, then move on.
As for me, Ken Smith has always been a nice guy but he has also gone to the extreme in his trying to solicit donations for the group he's being paid by. Getting up during a Commission meeting and approaching developers lacks class and common sense. But then, he is an employee who wants to make sure he's collecting a check, right?

Maria, Gemskie did that (by his own admission) to deter others from questioning Mr. Click-Durbin's continuation as CM. And, make the taxpayers pay if other elected officials wished to, uh, maybe exercise their voices in attaining new leadership for the welfare of the city (what they are supposed to be doing!) This is just another of Jerry's bullying tactics like when he yelled at local biz owners for not having HIS sign up! He's a control freak in public which maybe means his personal life sucks.

Casual, I don't see any problem either with using your position in public to attract donations for good charities. I do have a problem with intertwining charities with governmental projects and campaign donations. Maybe Mike Harford's idea of making developers register as lobbyists needs to be extended to the "charities" and other non-profits in this town as they all seem to want to lobby for special interests that impact taxpayer dollars.

Before anyone blasts my comments, I will state up front that I am a Fred Hawkins Jr. supporter. It amazes me how everyone likes to hide behind these emails...could it be they are trying to keep secret who they really are supporting? I become so frustrated when week after week articles, comments or views become so off track. Full of untruths. Let's stick to the facts - read Mr. Hawkins' previous article in SC in the News, he in fact touched on the very subject of commissioners giving back part of their salary. As for the foundation issue, ask him. I believe that if someone has a question, a disagreement or a problem with another person or their views, go to them - ask them. Unfortunately it seems blog such as this like to start untruths or rumors and then everyone jumps in. I can not stress enough to just contact Mr. Hawkins. He always returns phone calls, emails and has a web site www.fredhawkins2008.com. One last comment, there is a open candidate forum coming up...Show up with your questions and ask them all yourself!!

Osceola Republican, you miss the entire point of this blog. Its purpose is to create discussion, no matter you agree or disagree, and get folks to THINK about the issues. There's been no purposeful lies or mis statement of truths here. The names we listed are on the Foundation Board. In fact, look it up on their web page.
Another fact is, we've never beaten the organization up and, in fact, as "Larry" pointed out, we noted a couple times, the good job they've done with scholarships. The main focus of our article was pointing out how so many of these board members seem connected.(in more ways than one!)
But, Osceola Republican, if you dislike this, or any other blog, you are most welcome not to read it! That's what great about a democracy, you have a choice as does everyone!

Carl, I agree 100% that your blog or any blog is to get people discussing things. What I was trying to get across is that they seem to get off track of what you have written and start attacking. The perfect blog would be of a positive nature - keeping to the issue at hand. I did not say what you had commented on was of any untruth. I believe in the foundation and kudos to those who put in their time there - paid or unpaid. Thank you for reminding me of why I don't waste my time in blogging or now perhaps even reading them.

It's a sad day in America when you can't question someone's ability based on their record. Saying anybody is attacking the good deeds of the Foundation by questioning the motives and actions of its board is a distraction by whining. Fred does not have the right experience for the job and has allowed questionable ethical practices within the Foudation. He's tight with Smith and this raises major doubts with his ability to be independent and really "change" anything. Everyone loves the kids and wants the best for them but don't believe for one second we don't have the right to demand accountability.

We also saw the two articles where Mr. Harrell says he's opposed to all the growth, in particular, Destiny, and the second article, about 2 columns over, where he's a proud American for their research the developers want to perform at Destiny. Guess he's got BOTH sides covered?

I don't believe he has accepted money from them since he has filed for his current race. The records are on the supervisor of election site under "campaign reports".
McKinnon first answered the question posed Thurs 9/18 at the League of Women Voter's meeting "Have you accepted any money from Destiny" He replied "Not that I know of, unless they snuck it past me" Then after Arrington answered "No" to the same question Wendell back peddled and said that Destiny did give him $5,000 and that he had returned it. Something about the whole exchange was suspicious, however he just might not be that bright. He (McKinnon) apparently gave back the Destiny money once the district lines were redrawn and he withdrew from the race for Couny Commission 2 years ago. He gave back the money from Destiny because he had to give all his contributions back. (or at least thats what the Gazette article states)Check out the SOE site oscelections.org and click on "campaign report" search by name "mckinnon" and then click on his 2008 race. If you go to page 74 & 75 you will see 10 donations the same day totalling $5,000. I don't know if this is Destiny or somebody else. Also check out pages 94 & 95 when he received 13 donations the same day totalling $6,500. Hope everyone checks it out & see for yourself.
The candidates just filed another financial report on Friday 9/19. Give the SOE office a few days to get those reports online and check them out too.

There is a scheduled debate for district 5 set for October 21, 2008 and it is being hosted by the Homeowner's Association. It will be at the St Cloud City Hall. All the candidates were advised of this months ago. Fred Hawkins agreed to attend and Jonathan Harell will not even respond to the association that is hosting this. This is what the residents need a good debate and I wish Jonathan would step up to the plate and debate. I am very proud that Fred Hawkins JR. will attend the debate.

Where is the debate and which subdivision HOA is it? I'd sure like to hear what they have to say.
I do know that the landlord association is planning a debate and both candidates already agreed to be at that one, unless Jonathan is hiding from that as well!

Larry, You are correct it is the landlord association. Jonathan will not respond and will not confirm his appearance. Fred Hawkins Jr. will be there. I think this is pretty said that Jonathan will not attend. I think that proves his character. The debate your talking about will be at St Cloud City Hall on the 21st, of October.
