Kissimmee, Fla. (July 30, 2009) – Kissimmee police detectives are looking for a man who robbed a local resident at knife point.

On July 29, 2009 at approximately 1:00 a.m. on the west side of Hoagland Boulevard near the Fox Hall Condos, the victim was approached by an unknown male who asked him “what you got?” while brandishing a kitchen knife. When the victim told his assailant that he had no money, the suspect slashed the victim twice with the knife; cutting the victim’s shirt and leaving two minor slash marks on his chest. The victim fled the area.

The suspect is described as a Hispanic male, approximately 23-28 years-of-age, 5’10” and 170 pounds with an athletic build. The suspect was clean shaven except for a thin mustache, has short shaved black hair and brown eyes.

As everyone faces a bad upcoming budget year, many turn to government and ask just what are they doing for you? Why isn’t this cut, why is that so much, and so on. That includes us here, who only just complained about the county manager and what he was NOT doing to help reduce costs, such as taking a pay cut. We now realize that won’t happen. BUT, other government officials, like in Saint Cloud and Kissimmee, have taken cuts, and have reduced their budgets but now face a tough upcoming year. Citizens will not be happy either way the elected officials decide;rollback rate or cut? We would guess that all depends on what citizens want from their governments. Those not wanting services cutbacks, or dare we say, increases, should expect to pay more. That’s just common sense. Others who don’t want, or need services will argue there should be deeper cuts. We won’t argue the fact that there’s ALWAYS going to be something observed that one would say, “Boy, look at that. I sure could cut that from the budget", but those observations are becoming less and less seen. Many should also realize that governments have to pay bills too. There’s no big outcry with OUC or Orange Utilities over their rate increases. We haven’t seen the outcry at grocery stores over higher prices for BASICS, like food. Forget mentioning prescription drugs, over the counter drugs, like aspirin, and also what about the local dry cleaning? Have their prices gone down recently?
When we were ALL enjoying the good time (great for some), we didn’t even look over our shoulders at what was, and what might be again. Businesses raised prices, people spent more, realtors and mortgage companies sold houses and gave mortgages to people who never should have been allowed to even look at the property, let alone purchase it. Where were we then? Where was the outrage then? Landlords raised the rents, sellers raised their selling prices, and buyers paid, or attempted to pay them. EVERYTHING went UP, and EVERYONE enjoyed the party. So, who’s at fault? NOT government, especially not local governments, who simply responded to local service demands at the time they were needed, such as planners to review all those new building plans, and more clerks to collect those additional fees.
When you get right down to it, EVERYone shares the “blame” for where we are today, and not just local government. That doesn’t mean to give them a free ride, by any stretch, but that also means looking into the mirror and seeing a part of the cause, and possibly the blame. We can all look back and see the problem. Can You? 88|

The County’s recent budget meeting was interesting but we must say that Commissioner Ken Smith, once again, was not concentrating on his own domain but looking at others outside of his little magic kingdom. Calling for Constitutional Officers to take pay cuts, and to start trimming their budgets was a nice gesture, but this is a commissioner who cannot even control his own overpaid County Manager, who has told his executive staff that he would not cut his, or their salaries. Of course, that doesn’t mean he won’t do it, he just said it. Mr. Smith would be better to concentrate on not wasting staff time on things having little to do with running the county government, like having staff waste time and money of little projects only he views as needed, like making up little pins and literature for a pet project. Perhaps ALL the Commissioners should re-evaluate their pet projects and hold off on additional spending, other than what is already in place. Perhaps giving money to private organizations which duplicate many services could be looked at and eliminated. Tax dollars currently go towards private groups like the YMCA and the Boys Club, rather than those dollars going to other areas more in need. Yes, we said it. Someone has to. Why do we continually fund these groups? Is it because a commissioner likes the particular group, or sees it as a wonderful voting block? There are other social agencies who do need the help, and do NOT duplicate services given by anyone else. How many child abuse groups are there, under various names and guises, but all doing the very same thing, an important task in itself, but is it not wiser to focus on one particular, successful group and concentrate resources to make that organization the most successful ever? In the past, when we were “in the money", not many of us objected to spreading the money around. Now is the time to object and ask questions. Governments are charged with providing certain services others do not. Such as construction and maintenance of roads. Construction and maintenance of parks/playgrounds. In some areas, collection of waste materials. Water/sewer services (in cities) and, of course, ALL emergency services. Education is supposed to be handled by the local school board, only. We know of no other school boards going in to the home/apartment rental business, home/apartment construction business, or anything else competing with the private sector. Simply, TEACH our children! No more, no less.
There can be some additional cuts in the county’s budget. Not much, but there are ways to adjust salaries of those not even qualified to hold their position. (yes, we’re speaking of the county’s HR person) No qualifications, no education, and he commands a very high salary. :no:
This all sounds great but until management sniffs reality, and the elected leaders actually step back and re-evaluate their own conduct, which will help them to better serve the citizens, we’ll all be around next year, still complaining about costs, and still saying it’s all government’s fault.

We’re happy to tell everyone that the Saint Cloud Beach is now open for everyone! The State Health Department cleared the beach and everyone is invited to go and take a nice, cool, dip into the lake! Ahhhh, at currently 90 degrees, that does sound nice.

This past Tuesday night’s Kissimmee Commission meeting, Mayor swan read from a prepared statement, basically lambasting Commissioner Art Otero’s attempt at politicizing the statement, “In God We Trust". Swan’s statement lasted a few minutes but Otero just did not get the message as he insisted he believed in what he tried to get done. Okay, that’s swell Art, but it’s over. Now, let’s get back to REAL city business and finding where the city will locate the several million dollar shortfall! THAT seems important to us, how about you Art?

Okay, we’re off the soapbox. now, we’ll answer some email;

Larry in St Cloud sent us an email asking why we only cover the Kissimmee Police Department and Osceola Sheriff’s office in news releases. Great question Larry, but here’s an even better answer. We have requested all public releases from the City of Saint Cloud. While we do receive many notices, we have NEVER received one regarding the police department. We can only guess they would rather handle whatever they have, in their own department, and not send anything our way. Sorry larry. but if you want to contact them we’ll be happy to share anything they send us!

Heather wrote us an email saying she thinks we spend too much time on the County business and we should concentrate more on the school board and cities. Okay heather, we’ll do our best to get MORE involved, but please understand that the pay for this blog is not near what the County Manager receives! In fact, we don’t believe we collect anything, when we last checked! How about all of you doing us a favor and let the boss know how you feel about this blog and maybe, we’ll get a free cup of coffee every now and then.(as long as we buy the coffee, buy the coffee pot, and make it ourselves!) :))

If my memory is correct, I think that some Constitutional officers are paid according to population. The Commissioners salary is based upon population in Osceola County. Since the Commissioners represent less people now, why shouldn't they take a pay cut to reflect their districts?

That would be a good place to start reducing salaries.

JIMBO! Right on target! I'd love to see Ken Smith propose Commissioners take a 20% pay cut from their PART TIME JOBS. then ask the manager to follow suit! LOL I can never see that happening. Smith talks the talks but disappears when it comes time to put up or shut up, as seen at the Commission meeting when the manager was lying through his teeth to them. Smith just sat there playing with his headphones and trying to look like he knew what was happening.
Smith will never change and that's why I'm thankful he's not running for election. My biggest fear is some YAYHOO like Attkisson or Sangiovani will take his place. Then we're all back in the rotten barrel again.

Good job Carl. Glad to get the scoop on the local criminals cruising the neighborhoods. Everyone on my block has upped the number of dogs and other crime stoppers. Heck, if the dogs don't eat them the lead will drop them at the door!Too bad we don't have a local station or site that only plays mugshots with rewards posted then we would have a need for another jail.

We already have an engineer, Coo Coo Arrington and Michael Frilinger could be the conductor. Ken Smith could be the entertainment, he could tell the passages about the American Revoltion on the way to DeBary. We will all buy a hotdog at the 7-11. A ticket will only cost you 10 cents, and the cost to the county will only be $9.90. I don't know if we will be able to get back from DeBary. No one has said the train will go two ways.

They should first start cutting the county attorney's salaries and probably letting 80% of them go. Why do we need more than 2 attorney's? The County farms 99% of their cases to outside firms. What a waste of taxpayer dollars! How about Mr. Freeloader going down to $180K per year instead of his 206K. What about putting a freeze on buying equipment such as tv sets and other things until the economy gets better.
Common sense is what the Commissioners are lacking. It's also time to get a new Chairman that can handle the meetings the proper way and hope the new one can pronounce Osceola and not OHSEOLA!

Geraldo, the manager makes a bit MORE tha $206k! In FACT he makes more than the Orange County manager, who does considerably more work, has NOT laid off people, and does NOT "Take Two" weeks off during a budget crisis!
But, as Osc Outsider says, it's the commission who hires/fires and a clear majority are afraid to fire at this time.
So now we need to pay attention to detail, make sure the i's are dotted and the t's are crossed. When they aren't, more people need to HELP the manager by pointing out the problem to him and the Commissioners. I think he'll appreciate the support, don't you?

Madmike-There is no budget crisis.What could have the manager done differently if he had not taken his first vacation in 2 years ? Nothing. He presents a budget to the commission and has the first workshops last week.In checking with the Public Information office only a few citizens showed up.Monday will be important because a resolution will be passed setting the fire assessment rates for next year.These are the rates established by the manager that can be changed by the commission before they send out the notices. The only one concerned about the rates is Commissioner Hawkins who has had meetings in the Admin Building with the people from HIS district.My understanding is the home rate will be $184.00 a year.

During the past 9 months County Commissioner Hawkins has been effective for the people that elected him and to those that reside outside of his district.John Q has made sure projects in District 2 were taken care of with money. Harford believes the TOHO Water Authority has stiffed the county in transfer fees and a costly audit has begun. Arrington wants a program to stop the use of plastic bags in Osceola county and the biggest concern of Commissioner Smith is not that almost 4000 businesses have dropped their occupational licenses in the past 15 months but to declare his 3rd war on litter bugs.If it looks like the Manager is running in circles its because
of the lack of direction of the county commission. Every week each commissioner gets briefed by the manager,attorney and the auditor on the agenda-line by line. Yet Monday a lot of huffing and puffing
goes on as if some never saw the agenda

Litter are the number one problems in Osceola county with this commission sailing on their voyage on the Good Ship Lollypop.

Public Defender, I hate to disagree, but there certainly is a budget crisis. Anytime there is a demand for more money than what's available, that's a crisis, especially when longtime employees pay the price with their careers.
Further, the manager should have stayed where the problems continue, and not venture off as he did. Have you actually seen the budget as currently written? It's awful, not in order and without explanation of any kind. This is the product this current manager thinks is the way to go. He has been consistently incorrect in most of his actions, proved by the need for more of the same actions. Speak about the blind leading the blind.
During a budget period, doesn't the manager belong here, working every day to try to reach compromise with many? Why wouldn't he accept offers from employees to cut their hours in order to keep those targeted for layoff? It seems employees know more about personal sacrifices than the manager, who has yet to take a cut in his unearned salary.

Joey-The people cut were in the fee based Building Department. Save their jobs and have them sit around looking at each other like many were for the past 6 months ? The manager submitted the budget and the BOCC approved the needed workshops under the normal sequence and they started the Tuesday the manager returned from vacation.He has been at every meeting scheduled by the BOCC concerning the budget.Tell me what year in the past has there been enough money in the budget not to cut it ? Read the budget and see where the manager put money in the budget(other than fees) that
saved a lot of jobs in development services last year and if approved this year more will still have a job October 1. Take a look at all the private companies that have had to let loyal employees go losing a lifetime investment. Private can shut the doors. The government can't. If the roll back tax rate is not approved get ready for another wave of employees entering the
unemployment lines as approved by the elected county commission.We all want services we just want someone else to pay for them.

The biggest one is Arrington. With all the issues that our County is facing, this guy is still looking at Green. I'm sorry, but I have a problen with that. Sorry Defender, I guess we'll agree to disagree. Those people who are alleged to be laid off, could have been moved to other open positions, AND called back into some of the new positions created by the manager & Quinones. Q is the one who wants his OWN secretary/slavegirl, that's why the speak Spanish requirement. There were plenty let go who could have worked in other departments.
The manager, to a degree, was doing as he was told, therefore seniority meant nothing in getting rid of people. The same at the school board in Hillsborough East where Grego is bringing in his own people.
In Osceola County, we have always taken care of our own when it came to employment or family. A trait started long before most of us arrived. Jo Thacker understands that principal, and I believe, truly cares about this county. The current manager could care less about Osceola County, its' people, or anything else related. He does, however, care about money. HIS. And that's just the way it's going to be until we can get rid of people like Quinones, Harford, and Arrington. Again, only my opinion but I'm convinced the current manager is just not good for Osceola County.

Many of our laid off county employees could have been cross-trained,but as I stated before not in one week. these economic times did not happen in one week,and if the Manager couldn't see it coming,he has no foresight,and therefore no ability to lead. Can't people of Osceola see,you've got 3 Commissioners with their own agenda,and one who is clueless. We're drowning,but build green,and raise money for a train that goes to ??? Ya wanna see wasted salaries go to "Tourist Developement".If it were up to 2 Commissioners we'd have more T-Shirt shops,Shell Shops,and this would be their answer to economic growth in our County. Wake up ! It's not just the county employees,it's our citizens who loose. With this fiasco HOW could we possibly attract real business for economic growth. We're a JOKE!!!!!!!

If it's true that the Building Dept is planning to add 4 scanning tech positions, then why didn't they move the fired secretaries/permit techs to those positions? I'm just sayin...there are ways to retain employees if that's your goal, and there are ways to "layoff" long-term employees if you want to start out at lower rates and no benefits. Depends on if you truly value your employees. An outsider like Mr. F-inger wouldn't care about actual long-term residents who have made Osceola their home and worked in their own community.

Cross Training- There is virtually no openings in the county in the "worker Bee"
element. The manager wants 62 more people in corrections. I am sure the Building Inspections will be farmed out Oct. 1,2009.More than 300 county employees have been let go or a position not filled in the past 30 months. For every person calling for cross training there are 10 that want more government employees fired.

St. Cloud's treatment has little to do with the city council. Fertic was ready to cut jobs at their retreat. The city manager took a voluntary pay cut, even paid, out of his own pocket, for the employee Christmas party! That's the difference between a good manager, and the one you have at the county. St. Cloud's listen to the employees, and while he can't do everything they want, they're all still working.(those who want to)
Those calling for more terminations truly have no idea what they're talking about when it comes to the provision of services these same people demand.
The county manager had the same opportunity at St. Cloud's manager, but chose to just plod along HIS way and not listen to others, including those who really just wanted to help him.
The county manager remains a fool.

Guiseppe you are absolutely right, though some of us were not privy to the retreat results. Those that sit on the council all have "paycheck" jobs including what they get for sitting on the council, except one who owns a struggling business, and one whose paycheck comes from his non-profit organization. Wonder what would happen if any of them fell victum to losing their jobs or had to close their business. Right now, their comfort zone hasn't been touched, thus their compassion for others being laid off is non-existant. Thank goodness the City Manager has this compassion for all the employees.

Concerned Citizen. You must be referring to the McCorkle Family vs. the City Manager saga, that has been going on for years.
She is currently the director of Parks and does an adequate job. The last time the city council started "asking questions" the alleged paranoia was denied by the director, who is still the director. If she's screwed up, again, I would bet it's documented very well. Just like here, rumors are rumors, and what you choose to believe is up to the individuals. Thankfully, this is same OLD story, and the council has more to worry about than wasting time on a McCorkle.

Actually, Larry & Concerned, Mrs. McCorkle left the employment of the city of St. Cloud yesterday afternoon. Her supervisor, Dennis Ragsdale, allegedle suggested termination. We're trying to get details and will let you know. One P & R employee did tell us they thought this change would be good for them. Who knows!

Carl: Another Director has been asked to quit or be fired by City Manager Hurt or his newest axe handle Ragsdale. How did Ms. McCorkle do so well for so many years (almost 5) and just now do so bad to have this happen in a few short months? Don't answer that we'll check the file. I'm sure there are write ups and poor performance issues rather than what's in name and her previous "verbal" harrassment complaint. Everyone shouts about Mike F and ignores Hitler Hurt. Too bad the real truth is the city is the victim. Ms. McCorkle will you tell the truth now or are you still scared to cause waves like before? Maybe Lee County will take Tom H. and Mike F. as a package deal and pleazze take the wife with you Hurt, were tired of listening to stories that are inappropraite in the workplace and quite personal about you & she.
